"The meeting ended with the signing of a memorandum on forming a coalition," Prime Minister Saulius Skvernelis told journalists following his meeting with the leaders of the LFGU, SDLP, Order and Justice party.
The prime minister said he plans to meet with EAPL-CFA leader Valdemar Tomasevski on Friday and hopes to agree on a future coalition.
SDLP leader Gediminas Kirkilas told journalists after the meeting his party wants three ministerial portfolios in the government, first of all, the social security and labor.
The Order and Justice party would like to get two ministerial positions, its leader Remigijus Zemaitaitis said.
A ruling coalition involving four parties would have 77 teats in the 141-seat parliament.
