"People are advised to refrain from non-essential foreign trips but Lithuanian citizens can always return to Lithuania," Rasa Jakilaitiene, spokeswoman for Prime Minister Ingrida Simonyte, told BNS on Monday.

"People are not banned from travelling. It is important to check what restrictions and requirements other countries apply to arrivals from Lithuania," she said.

Other European countries are not closing their borders at the moment, Jakilaitiene said.

"State borders are not closed during the second wave of the pandemic. There are currently general rules regulating movement of people within the European Union: people are required to self-isolate, have a negative test, and if the situation in the country of arrival is very bad, people are banned from entering," she said.

In her words, people who need to leave the country will be able to cross municipalities. "If one needs to fly out, of course, they will be able to travel to an airport," she said.

Nevertheless, Jakilaitiene warned that people would have to stick to the lockdown restrictions upon arrival from abroad.

The existing lockdown restrictions will be tightened as of Wednesday and people will be banned from meeting members of other household. Also people will be banned from leaving their municipalities, except for work-related reasons, funerals, due to a medical emergency or if people live in another municipality. The latter ban will be in force until January 3.
