Anton Shekhovtsov on how the Western message could be spread to Russians in the EU

EN.DELFI TV by the Lithuania Tribune spoke to Anton Shekhovtsov, Visiting Senior Fellow at the Legatum Institute (UK), Research Associate at the Institute for Euro-Atlantic Cooperation (Ukraine). We spoke about ways to better spread the Western message in Europe to Russian minorities. Mr. Shekovtsov pitches the idea of creating an EU based Russian language TV channel. Should the channel only base itself in the EU, or could it also reach out and be broadcasted in Russia? How do Russian speaking minorities perceive Russia as opposed to the societies they live in?
